I quite liked the cheat to turn off the Police Wanted System. With it, I was able to wage war against the other gangs, unchecked, unchallenged, taking territory almost at will.

Best rampage video ever, This is my favorite thing to do in all the GTA games, Start a One-Man war with the police, Mostly in SA b/c if they knock you in the water you can swim but the choppers and police boats are all over you but still So much fun. I do use cheats BTW like unlimted health and ammo but thats just the way I play. lol @ 2:49 Random ped says Who is that guy?

for a really good rampage you need variety like use all the unique guns a little, kill some people on foot, drive-by some more, snipe a few, melee a few and so forth and then use some strategy like hoing your self in some alley way (do this fast) spawn a hunter satisfy a bunch of your “followers” fly to some place really high up on a building land and spawn a hydra and fly around use your flares so you don’t get boomed. take a parechute. fly around blow up things like dive down
