um well first off that was only the pc copy and that was due to a hacker that put that in, it was never rated A offically. The usa does not allow A rated games, if thats were you are. Also it would be different nudity is ok, hot coffee showed sex acts which is porn. Which is extremely not ok lol
Nudity is one thing, Sex is another.

Hot Coffee was NOT the only mature thing in San Andreas. There was swearing, blood, and violence too. But Hot Coffee was a hidden thing and was not submitted when the game was rated. When the mod was discovered, then they changed the rating. It was also a sex simulation, which is a big social no-no.
